History
Nathan Heywood is the grandson of the original Commander Steel aka Henry Heywood and cousin of the previous holder of the mantle Henry Heywood III. Despite having a promising Ohio State college football career, he was forced to quit due to an injury to his knee which completely shattered the bone, leaving him unable to walk without the aid of crutches as the injury was so severe that his leg had to be amputated. As a result Nathan has become addicted to the painkillers that he was prescribed during this time.
With his leg, so disappeared the accolades of Nathan's family. Nathan became somewhat withdrawn, brooding over the way his family had always idolized their heroes, his grandfather and cousin, and even Nathan himself as a football star.
Nathan had no way of knowing that his grandfather's legacy would haunt him as well. At a reunion celebration, the Heywood family was targeted by a metahuman supremacist group called the Fourth Reich. The Reich was on a campaign to eradicate the legacies of heroes who wore symbols of American patriotism (such as Liberty Belle and Mister America). Nathan watched as the Reich slaughtered his mother and brother, Kirk. But before they could finish the job, the Reich were stopped by Hawkman.
Nathan found himself head-to-head against the German villain Reichsmark, who claimed that his own metallic form was derived from Commander Steel's own body.
While fighting, Nathan stabbed Reichsmark through the mouth. Metallic blood ran over Nathan's body and was absorbed by his skin. His body went into shock and he was taken to JSA headquarters where he was put under the care of Dr. Mid-Nite. While comatose, his entire body transmuted into organic steel and grew a new metal leg.
When Nathan awoke in Dr. Mid-Nite's lab, he discovered he possessed immense strength and his skin bore a sort of sheen. This news did little to soothe him; he had lost scores of family members and was trapped in a new body devoid of the sense of touch. Dr. Mid-Nite had some good news, however: several of his younger family members had also survived.
Every move that Nathan made was powerful and destructive. To reduce the effects of this, Mr. Terrific devised a way to restrict his movements. The process involved encasing Nathan in a steel mold and forming a metal shell around his body.
This "second skin," with the tensile strength of over 280,000 pounds per square inch, would restrict his movements and cut his strength by half.
When he emerged from the forge, Nathan was angered to find that Terrific had put him in a replica of his grandfather's Commander Steel costume. But before he had time to argue, Power Girl entered with news that the Justice Society had located a supremacist cell sympathetic to the Fourth Reich. Nathan had an immediate opportunity for justice.
When the news reporters approached him afterwards, Power Girl dubbed him Citizen Steel, a name in line with Nathan's own assertion that he was no military man, just a normal civilian.

- Brave: Having faced a lot of situations both big and small since he was young, Nathan is fairly courageous in the face of adversity. He isn't blindly fearless, but he's able to keep his cool when things start to look a bit desperate or overwhelming, and can find a reserve of calm when others might start to lose their heads. Courage, after all, isn't the absence of fear, but the ability to manage it and make it work for you instead of against you. And that's what Nathan is able to do.
- Caring: Genuinely interested in the welfare of those he meets, Nathan is a thoughtful and caring person who truly is concerned about how others are doing. When most people ask 'How are you?' they don't really expect the other person to tell them what's wrong - but Nathan does, and is more than willing to lend an ear or a hand to try to make things better. He's a sympathetic listener, and doesn't just pay lip service to the notion of being there for others.
- Charming: The life of the party and everyone's friend, Nathan is a charming and amiable guy. In high school, the girls all liked him and the guys all wanted to be like him. Despite this charm, however, Nathan still doesn't allow too many people to get too close to him - he's the type of person that has lots of friends, but very few close friends.

- Helpful: It's second nature for Nathan to help others, rarely stopping to think before lending a hand to those who might need one. Even when he's not actively serving as a superhero, Nathan is quick to aid those who might need some help, such as assisting a neighbor move some heavy furniture, holding the door open for a disabled man, or giving directions to someone who's lost. This isn't to say that Nathan will allow someone to take advantage of his helpfulness - if someone is trying to get Nathan to do all their heavy lifting for them when they're just as capable of pulling half the load; he isn't going to fall for it. But chipping in when he's able to? That's just part of who he is.
- Honest: Nathan is an honest, truthful individual. Nathan is very open and forthright in his dealings with people, preferring not to tell lies or hide things from others, feeling that being untruthful is only a recipe for miscommunication at best, and hurt feelings or disastrous outcomes at worst. There are times that he will say nothing at all to protect someone from bad news or keep a secret, but even then Nathan is likely to fess up to the fact that he's withholding information rather than lie about it.
- Impulsive: Nathan is new to the hero game, and that newness can sometimes lead him to make decisions before he really thinks them through. An impulsive decision can sometimes work in one's favor, but it can also lead to mistakes being made. Still, Nathan prefers to act from his gut and his heart more than from his mind, and he's reticent to change.
- Loyal: Nathan is incredibly loyal to those who join the ranks of his friends and loved ones. Not one to betray a trust, or to go back on his word, he will use everything at his disposal to aid his friends, from giving them a shoulder to cry on to taking a bullet for them. - Superhuman Strength: Nathan possesses immense physical strength, the exact limits of which are unknown. Due to his lack of tactile sensation, he cannot control his strength as exact as others. Without the suit inhibitor, it is estimated that Nathan can lift nearly 100,000 tons. With his strength, he can perform some amazing feats:
- Jumping: With his enormous strength, Nathan can jump great distances. This isn’t very accurate, however, for he can’t judge how much strength he puts into his jumps.
- Running: His enormous leg muscles allow Nathan to run great speeds. He can run approximately 100mph.
- Thunderclap: By slamming his hands together, Nathan can create a tremendous blast of pressure. This is an area attack that causes sonic damage to hearing, disorienting the effected, as well as a concussive force that can causes damage and knock people back.
- Shockwave: By striking the ground with his feet or fists, Nathan can cause a massive shockwave. This can be focused on one person, or an area attack that can causes damage to structures, as well as knock people down.
- Jumping: With his enormous strength, Nathan can jump great distances. This isn’t very accurate, however, for he can’t judge how much strength he puts into his jumps.
- Superhuman Stamina: Nathan possesses near unlimited physical stamina. His organic steel muscles generate no fatigue toxins and he can exert himself at peak capacity indefinitely.
- Durability: Nathan is highly resistant to most forms of bodily harm. According to Doctor Mid-Nite's prognosis, it would take nothing lees than an AIM-9 Sidewinder to even knock him down. His skin is capable of withstanding ballistic penetration, including that of a 110 millimeter Howitzer shell. He can survive in the vacuum of space indefinitely and take extreme temperatures from near absolute zero to 9000 Fahrenheit. His body cannot rust under normal Earth conditions.
- Regeneration: Nathan's organic steel has regenerative properties, allowing him to recover from internal injuries very rapidly, or even regenerate body parts.
Known Abilities:
- Athletics: Nathan was in amazing shape. He was an amazing college football player and had been expected to be a first-round draft pick in the NFL. He was strong, fast, and agile. With the new change to his body, he no longer has to work-out in order to stay in shape, but his athleticism still helps him in things such as brawling, balance, and jumping.
- Brawling: Nathan was an athlete, and has natural fighter instincts. His style of brawling is more aggressive than most, preferring football style tactics, such as tackling and slamming. He is a good evader as well.
- College Education: When Nathan had been hurt in college, he had not yet declared his degree. He had two years of general college education. He was a bright student, averaging a 3.95 GPA, but his future plans had been professional football.
- Leadership: While he is new to the JSA and delegated as just a team member, Nathan is a natural leader. He was a team captain on the Ohio State football team, having been elected by his peers to the position. This was a feat in itself, as he was only a Sophmore and Team Captains were normally Seniors.
- Tactician: Nathan also has a keen understanding of tactics, especially in situations involving teams. Working together to get past a specific objective is something he excels at, and his mind can create strategies and anticipate the actions of the opposing force quite easily.
Strength Level: Nearly 100,000 tons
Weaknesses:
- Mental Attacks: Nathan’s brain is organic steel, and because of that, his mind is harder to read and affect than others. Still, he has no significant counter to mental attacks.
- Protective: Nathan is incredibly protective of the people he loves and cares about. This is something else that could easily be used against him by a villain. He would be willing to sacrifice almost anything to save someone he cares about from being hurt. This also leads to recklessness. He doesn't care what sacrifice he has to make, he will make it in order to protect others. To an extent, this over-protectiveness also spreads to the general populace and that is why he does the heroic deeds he does. It is out of a need to protect those around him.
- School Obligations: Not a real weakness, but still a flaw. Nathan takes his college very seriously, thinking that more education will make him a better hero and a better person. This means his school obligations tend to limit his life in ways that they don't for the more typical college student (or more typical teenage hero.) Until the basic indecision about his life has gone away, he's going to default to being a student.
- Tactile Sensation: The organic steel that covers Heywood's nervous system has disabled his sense of touch to an extreme degree. This causes him to have issues in controlling his strength. He has trouble gauging the amount of pressure that he exerts and cannot feel varying extremes of temperature.
- Heroic Lineage: Nathan has some big shoes to fill. His grandfather and father were both heroes and Nathan now wants to live up to the standards set by his family. This could be used against him in order to get into his head bout his failure as a hero.

- Stainless Steel Skin-Suit: Steel wears a specially designed containment suit developed by Mister Terrific. The costume functions as a secondary skin and is composed of a stainless steel alloy with a tensile strength of over 280,000 lbs. per square inch. The metal shell adapts to the curvature of Steel's body, and re-molds itself based upon his movements. Although the suit helps Steel adjust to his body's new composition, it also significantly reduces his strength level. Donning the costume requires an invasive smelting and subsequent cooling process aided by Mister Terrific's T-Spheres.
