History
Starting his criminal career, Hatter attempted to rob the people on the Gotham Yacht Club but was foiled by Batman and sent to Arkham Asylum right after. Hatter would be reappeared but looked completely different. Later it was revealed that he was in fact an imposter. Eventually the real Mad Hatter would reappear and claim that he killed the imposter, which would later turn out to be untrue.
Hatter began using mind-controlling devices and became well known for it. He was able to slip a mind-controller into the Scarecrow’s hat and took control of him for a short time. Eventually it would appear that Hatter was killed when he was crushed by a train running over him, it would later be revealed that he faked it.
Later Hatter would kidnap Lucius Fox and hold him hostage for ransom. Hatter would use his advanced technology to extract information from Fox’s mind into his computer. Hatter would eventually be foild by Batman and sent back to Arkham.
His next plan was to plan had Hatter putting his mind-controllers in tickets for free coffee and donuts and give it out at the police station. He was able to gain control of all the police in Gotham and had Renee Montoya and other detectives steal from the banks. This plan would again be foiled by Batman.
When Hatter tried to escape from Arkham with a guard under his control, they were both caught in cross fire against the police. Hatter was shot multiple times and was left in critical condition. He was appeared to be dead but later reappeared working with the Black Mask. While working with the Black Mask, he implanted a mind controller in Killer Croc which made him mutate even more due to what Hush and Riddler did to him. Croc decided to exact revenge on those that did this to him, and started off with Hatter. Batman would come in time to save Hatter’s life but Croc was able to escape.
During Infinite Crisis, Hatter began working with the Secret Societ of Super Villains and fought the heroes in the Battle of Metropolis. One year after Infinite Crisis, Hatter worked with The Great White Shark to help frame Harvey Dent of murdering all the villains in Gotham. Later when Robin, Captain Boomerang II, and Owen Mercer went searching for his atomic weapon, his hide out was destroyed when he trapped Robin and company inside it. Later Hatter was approached by Catman and was offered to join the Secret Six. He agrees and his job was to help them defend against Doctor Psycho’s mind controlling abilities.
Later the Secret Six would be attacked by Ragdoll under Dr. Psycho’s control and he had to put on his “thinking cap.” However, putting on the cap caused him to go into a seizure. Later the Six were attacked by Doom Patrol, and were almost defeated until Hatter stepped in and used his mind control abilities to stop the Doom Patrol. They were able to escape and complimented Hatter on his abilities.
After the Secret Six battled Vandal Savage and destroyed his base, Hatter saves Scandal from falling to her death. In return the Secret Six tell him that they are his friends and it made Hatter extremely happy. He rises up and tells them his true emotions and expresses his happiness for finally having friends. Radgoll then proceeds to pushing Hatter off the building and falling to his death. Later it was revealed that Hatter survived the fall and vowed revenge against the Secret Six.

Personality: Jervis is a sufferer of a number of mental illness. He is not only bipolar but he is also a victim of schizophrenia. Hatter’s mood rapidly varies from sadness, anxiety, and self-loathing to elation and optimism, and a bloated ego. He is frequently delusional and at times cannot tell the difference between the Wonderland novels he loves and the real world. At times he is incoherent, speaking in rhyme, or disorganized speech. Jervis is also paranoid and obsessive-compulsive – he will not eat any type of food that doesn’t have a kind of hat on it, or hat shape, only making exceptions for tea-party foods (for the obvious reasons). He is often the first to cover any bases regarding surveillance, and genuinely trusts no one. Touch his hat and you’ll automatically get on his bad side, which is never a good thing.. considering the Hatter’s homicidal streak.

Known Powers: His only powers and abilities are those his gadgets give him.
Known Abilities: Jervis is a genius, and he imagines himself to be the smartest person ever. Whether or not that is true, Hatter’s massive intellect allow him to create objects and figure out things that would leave others at a loss.
Strength Level: Normal strength for a man of his stature.
Weaknesses:Jervis is a mortal man, and that comes with its own array of weaknesses. He is vulnerable to any kind of physical attack. Bullets, poison, knives, any lethal sort of attack could be his end. He is also mentally ill, which was detailed in the personality section.
Misc (optional)
Equipment: Jervis has a band underneath his hat that allows him to control the minds of others. It appears the limit to this is one control-ee at a time, however once the person is under his control he or she is completely under his thrall.
Transportation: When any given citizen of the world could be coerced into becoming his personal chauffer, transportation has never been an issue.
Weapons: Jervis is adept with pistols, knives, and of course he never leaves home without his patent control-cards. Once these cards come into the possession of a person, Jervis can control whoever holds it until the card comes out of his or her possession. With these, Jervis can control multiple people at a time, making them susceptible to his verbal commands. The control cards have a much farther range than the mind control band does, and Jervis can control holders of these cards from long distances.
