History
Prometheus was the son of two loving, hippie criminals who traveled across the United States with him. They committed indiscriminate murders and thefts, often of a brutal nature. Eventually they were cornered and forced the police to gun them down in front of their son, whose hair turned white from the shock. That night, he swore an oath to "annihilate the forces of justice".
Training
Prometheus obtained large sums of money both from his parents' hidden stashes of money and by extorting local mob bosses using his knowledge of their criminal activities. Leaving home at the age of 16, he used his money to travel the world in order to develop the skills he would need. His activities during this period included training as an underground pit-fighter in Brazil, working as a mercenary in Africa, joining terrorist groups in the Middle East, studying Silat in Malaysia, associating with the wealthy social elite in order to learn their secrets, and attending only the finest in legitimate academic schools and universities. Eventually he found the legendary Himalayan city of Shamballa, inhabited by a sect of monks who worshipped evil itself. Studying with them, he eventually became a favorite of their leader, who showed him their greatest treasure, an alien spaceship upon which their ancient monastery had been built. The leader then transmuted into one of the aliens who'd first landed there, and Prometheus was forced to kill him to obtain the Key to the 'Ghost Zone'.
Ghost Zone
Along with the ship was a key that opened into what Prometheus dubbed "The Ghost Zone," an infinite expanse of white nothing-ness. Prometheus built himself a small, lopsided wooden house in The Ghost Zone. Here, he was free to build up a resistance to the JLA, unhindered by Earth's authorities or heroes.
Retro
Prometheus first appeared in New York City where he kills a young man calling himself "Retro." Retro was just a normal young man who had won a competition to be a member of the new JLA for a day by designing his own costume and fictitious "origin story."
Battling the JLA
Prometheus then took the place of Retro at the Justice League Watchtower on the Moon and almost single-handedly took down the League: He shot the Martian Manhunter with a dart that turned his shape-changing power against him, infected Steel's armor with a computer virus which commanded the suit to damage the Watchtower, hypnotized the Huntress into unconsciousness, attacked Green Lantern with a "Neural Chaff" that rendered his ring useless, trapped the angel Zauriel in the Ghost Zone, tricked the Flash into believing that he had planted motion sensitive bombs that would explode if the Flash used his powers. He defeated Prometheus in hand-to-hand combat with the aide of a device that downloaded the skills of the thirty greatest martial arts masters in the world (including Prometheus) into his brain and a pair of lights on his shoulder that blinked in an erratic pattern to cause disorientation.
At the time, the Watchtower was filled with innocent civilians that the League had invited for a tour. With the Watchtower under his control, Prometheus then demanded that Superman--the only hero he could not defeat--commit suicide in exchange for the lives of the hostages, sacrificing the two things which he presumed would matter to Superman; his image and his reputation. He also expressed his pleasure at the fact that 'Superman said "Prometheus" and he didn't sound scared.'
However, Prometheus's best laid plans were laid to waste by an unforeseen variable: the anti-hero Catwoman, who incapacitated him with a simple whip crack to the groin. Having snuck onto the Watchtower disguised as Cat Grant looking for things to steal, Catwoman's intervention bought Steel the time he needed to beat the virus (Although it was only thanks to the lucky arrival of Plastic Man that Steel's hammer failed to do any damage to the Watchtower walls) and, in turn, override Prometheus' helmet. Prometheus then escaped to the Ghost Zone.
Injustice Gang
Prometheus later returned as a part of the second Injustice Gang created by Lex Luthor. He was able to use the Ghost Zone and a White Martian spaceship left from the Martian Invasion within it to get into the Watchtower. He almost killed Oracle when she refused his deal. He wanted her to betray the JLA in return for being able to walk again.
He then had a final rematch with Prometheus who had, in the intervening time, managed to unlock the secrets of Prometheus' helmet. Prometheus replaced the martial arts skills Prometheus had downloaded into his mind with the physical skills and coordination of Professor Stephen Hawking, a famed scientist who can barely move. Later, Prometheus was forced to intervene in order to prevent Huntress from killing the helpless Prometheus, firing her from the JLA in the process.
Ally with Hush
Prometheus was later seen in Star City, fighting Green Arrow and the police, where he escaped with the help of Prometheus villain Hush. Prometheus later formed a partnership with Hush, but was abandoned for his complicity in the murder of Poison Ivy. However he found that he was infected with a terminal disease by one of Ivy's mutated foster children, and he was powerless to defend himself when he was kidnapped by The Society, of which he had previously been a member. The Society wanted to steal the key to the Ghost Zone. However the Society failed, for Prometheus had already hidden in the museum of the Justice Society of America.
After the Crisis
Most recently, Prometheus kidnapped the Crime Doctor, a member of the Socity of Super Villains that wanted out. Prometheus was going to kill him. Prometheus was being pursued by the Birds of Prey who had promised to protect him. When they caught up with him, Shiva demanded to the other birds that she be allowed to fight Prometheus by herself. Shiva believed that his files on her would be out of date, and that she would be able to defeat her "old self". She seemed unconcerned about the skills of the other 29 fighters that he had on file. Prometheus, however, had more up-to-date files than Shiva suspected, and in three seconds had knocked unconscious.
Prometheus re-captured the Society defector Crime Doctor from under the Huntress' nose. He then fought the Huntress, Lady Blackhawk, and Black Canary before the Crime Doctor's suicide removed their reason for fighting. Prometheus departed unopposed, commenting sardonically that on two occasions Huntress had given him more trouble than Superman.

Personality: Prometheus is incredibly badass, ruthless and very confident. He absolutely cannot tolerate losers and wimps, and considers he has every right he can think of due to his sheer intellect wickedness. Prometheus is a pragmatic, smart, self-serving fighter. It's a necessity in his life – the heroes are powerful, sometimes far more powerful than he is himself, and without super powers to rely on, he must think far ahead to keep himself at the advantage.
- Cunning: Prometheus is a creature of pure cunning. His attack begins before he even sees the enemy. His attacks are well planned, and he is capable of adjusting them on the fly to make them still more effective. It's hard to plan against such a varying and shifting arsenal. He is always prepared. Guided by practical experience, Prometheus s almost always a few steps ahead of his foes simply by virtue of the fact that he has planned and prepared for every foreseeable problem.
- Discerning: Prometheus is an utter master of deduction. He understands human nature and can pick up on subtle shifts in a person's mood and attitude very quickly if his attention is focused on them. His tendency is to cut through the chaff of a conversation and guide it to its logical conclusion, finding the questions that will get him the information he needs in the least amount of time.
- Intuitive: Prometheus is extremely intuitive and perceptive, possessing an uncanny ability to spy something out of the ordinary or out of place in what should be an otherwise perfectly normal scenario. He can judge a person's expression, their body language, and tell whether they are lying, and, more than that, whether they are lying willfully or because they have no choice. He plots and plans in secret, guiding things along his desired paths until everything is in place to his satisfaction, where he can reveal all with a grand flourish and leave his enemies scrambling to unravel a colossus of a scheme that has erupted right before their very eyes. His plans are often twisty and very baroque, as he puts in false starts and double-blinds that might involve him taking the fight directly to the foe in a seeming all-or-nothing showdown... and then retreating at the last moment for no apparent reason.
- Power Hungry: Not really one of those individuals who claims some high-minded ideal they're seeking to bend the world to, Prometheus has dispensed with the notion of superior philosophy and embraced the ideal of outright superiority. He openly lusts for power, dreaming of an empire under his rule. A taste of power often leaves people hungry for more, and Prometheus will do anything to get that power. Prometheus seeks out forbidden secrets, advanced technology, mystical artifacts, energy sources, and anything else that can grant him the power he craves.
- Greedy: Wealth motivates many villains, including Prometheus. Prometheus wants money, and lots of it. Although he already has a considerable fortune, he still wants more, and will get it by stealing or by blackmailing people or entire nations into giving it him.

- Athlete: Prometheus is in peak-human shape. He maintains a strict regimen of exercise that keeps his body in the utmost condition. He is performs gymnastics, martial arts, weightlifting, and aerobics, keeping himself constantly primed and ready for battle, should the need arise.
- Engineer: Prometheus designs many gadgets of mechanical complexity. He builds weapons and electronic devices to aid him in his quest in crime. He a great inventor, and devices that he runs into that he may not be able to create himself, he can reverse engineer and rebuild it, even improve upon it.
- Escape Artist: Prometheus has trained to learn the ability to escape from any trap. This ability has come in very handy when he has occasionally been temporarily bested by an enemy. There is no trap that can hold him in the end, whether he uses the various lock picks concealed on his person to open the bonds, or dislocates his joints to more easily slide free of his chains.
- Infiltration: If Prometheus were a thief, he would be rivaled only by the likes Catwoman. Prometheus is adept at breaking into even heavily guarded facilities with security systems rivaling any on Earth, capable of picking locks, bypassing cameras, and sneaking past or defeating security guards with little trouble. Even if he comes upon a system he cannot immediately bypass, he knows enough tricks to improvise. The times that Prometheus is caught where he doesn't want to be caught are few and far between, and there is virtually no place on earth where he cannot go if he has a mind to do so.
- Intimidation: Prometheus is a normal human among villains that range from the strongest to the fastest to the smartest, and he is capable of scaring the hell out of any and all of them. He was surprised when Superman said his name without fear. He is a powerful fighter, entirely capable of demonstrating his physical prowess over just about anybody. The combination of his stealth, strength and reputation make him feared by most heroes AND criminals.
- Multi-Lingual: Because his early life took him around the world, he learned many languages. He is fluent in Arabic, Chinese, French, German, Hebrew, Italian, Japanese, Korean, Russian, Spanish, Tamil, and Turkish. He is able to recognize colloquialisms that would distinguish speakers from various regions. His accent is flawless, and even if he cannot duplicate a speaker from a specific region, he is usually assumed to be a native speaker (if judged by voice alone, at least).
- Martial Arts: Prometheus is one of the most skilled hand to hand fighters in the world, and has studied a vast array of martial arts. Rather than using any single style, which could be interpreted and easily overcome by a skilled opponent, he mixes and matches his moves to the situation. Combined with his ability to think ahead of his opponents, and program his mind with the top fighters of the world (with his helmet), Prometheus is a true threat to any fighter. Furthermore, he has the top 30 martial artists of the world on file, and can program them into his brain. With this, he has dropped Shiva, one of the top 3 martial artists in the world, in a few seconds.
- Weapons Master: Prometheus has studied many weapons and the general fighting styles associated with them. He is capable of fencing, fighting with a knife, and the weapons associated with any number of martial arts.
- Ranged Weapons: Prometheus has worked with masters of ranged weapons. He rarely uses firearms, but is skilled in their use nonetheless.
- Scholar: Though much of his focus has been on training the skills that allow him to commit his crimes effectively, Prometheus has studied a great many fields that have less to do with crime and more to do with general interest in the world. He is an expert in such fields as archaeology, anthropology, history, literature and philosophy, and while these may not have direct applications to his work as Prometheus, they have frequently come in handy. He is not as skilled in these fields as somebody who has devoted their whole life to them, but collectively, he has more facts than most experts in any one particular subject. His wealth of knowledge is incredible.
- Scientist: Prometheus has a solid general knowledge of just about every field of scientific study, from astronomy to zoology. He is, of course, most particularly familiar with those sciences that have direct application to gadgetry, such as computers, ballistics, biology, chemistry and physics, among others - but he has studied many others as well, partially because he is interested in accumulating as much knowledge as he can. Whether he's concocting a way to turn Martian Manhunter into goo, or remove Flash from the speed force, Prometheus's scientific background, along with well as his library of scientific tomes and modern scientific journals, serves him well.
- Stealth: Prometheus has spent years learning to be both silent and invisible to those who are looking for him, and is one of the most stealthy villains in the world. He is familiar with the techniques and the tenets of Japanese ninjitsu, moving silently and invisibly through even crowded areas. He has learned to effectively disappear from plain sight, to walk across noisy surfaces without making a sound, and to cross snowy or muddy areas without leaving tracks.
- Criminal Underworld: Prometheus's time in the underworld has taught him about cities in general and how to find his way around and whatever he needs within them. Given time he can figure out the criminal hierarchy of any city.
- Tactician: Prometheus is like a master chess player - he can see ten steps ahead of his opponent, figure out what they will do, and select the course which best assures him of victory. Every conflict can be won; he simply needs to outthink his opponent, whoever they are. His few losses have occurred when he was not given the time to think, or when he was hurried to the point that he could no longer see all of the pieces in play, so to speak. Given time to plan, Prometheus can win any fight, be it against a two-bit thug or the JLA.
- Bluff: Prometheus is a born con-artist. He has a gift of being able to say things and make them seem convincing, even if he is lying like a dog. He has convinced member of the JLA to do things, of believe things, even though was purely bluffing.
- Gadgetry: Prometheus is a brilliant inventor, capable of creating new and unique devices, ones that enable protection, or powerful weapons. He is not on the par of those like Steel or Anarky, but the gadgets he creates are on par with the likes of Batman.
- Superhero Scholar: Prometheus has knowledge on virtually every public and not-so-public hero and villain. It is his job, and his survival, that motivates this knowledge and Prometheus keeps tabs on all of the supers of the world. He has ways to take them all down, should the need ever arise, and those he is current doing business with, whether an ally, or a foe, he should know he can take them out, with any sign of threat.
- Computers: Prometheus is a programmer and a hacker. He treats the Web like an adjunct to his living room. He can hack into the most secured systems, and find nearly any type of information he needs. He can also secure his own systems, keeping out unwanted intruders.
- Acrobatics: Prometheus has trained as an acrobat for many years, including gymnastics and martial arts ‘acrobats’. This has helped him to become one of the most agile men in the world. As far as anything involving flipping, jumping and soaring through the air is concerned.... well, Prometheus can handle it.
- Arcane Lore: Prometheus has a lot of knowledge about the arcane and supernatural. He can tell you about various nameless cults, when the best time to summon a particular demon might be, what entities might be able to help in a specific instance, etc. Although he has no sorcery or wizardly ability to put this knowledge to practical use, the fact remains that he knows a hell of a lot about the world of the arcane, including mystic artifacts of power, which he may seek out.
- Piloting: Prometheus can fly virtually any vehicle, from planes, jets, helicopters, and more.
- Willpower: Prometheus has endured more than most, from his parents being killed in front of him, to traveling the world with a purpose driven goal. He has the intestinal fortitude to fight the JLA, alone, and it more than capable of resisting mind control and see through illusions.

Weaknesses:
- Mortal: Under all his armor and behind his weapons, Prometheus is entirely human. His body is just as susceptible to injury or disease as that of anybody else.
- Arrogance: Prometheus has a problem of thinking he is smarter than he really is. It has been his downfall nearly every time. He believes that his plans, and his intelligence, will always be better than his opponents, and this generally leaves holes open for the smart opponent.
- Vindictive: A vengeful and hateful creature by nature, so much of Prometheus’s plans now revolve around destroying those who have beaten him over the years. Not content to merely conquer, Prometheus intends to punish the entire human race, simply because. But this nonspecific hatred pales in comparison to the driving, burning desire in his heart to utterly destroy those who have specifically earned his enmity. All the world's guardians and superheroes, a list of individuals as long as your arm... Prometheus intends to make them pay for daring to oppose him. A vindictive nature that causes him to overreach, to stop too long to cruelly taunt or brutalize an enemy at his mercy.
- Fugitive: As a criminal and assassin, Prometheus has attempted to overthrow the JLA, as well as governments and businesses. He has earned himself a perpetual spot on the world's most-wanted list of supervillains. He is being hunted by authorities, particularly metahuman authorities, from all over the world. He's not really intimidated by these groups, and is content in his ability to outsmart and overpower them if they do come calling, but their interference can make the execution of his plans very difficult. Not the most dangerous of his foes, law enforcement is among the most dogged and determined.

- Helmet: His greatest accomplishment is the invention of a helmet which allows him to download the knowledge of others, stored on a compact disc, directly into his brain. (This information is not, however, retained indefinitely, and Prometheus must change disks in the helmet to access different knowledge.) This helmet also transmits certain reflexive abilities enabling him to access physical skills as well as knowledge. The helmet can also emit strobe lighting to disorient or hypnotize an opponent. He uses this to upload fighting skills (30 of the world’s greatest fighters), sciences, tactics, medicine, or any other form of knowledge he needs.
- Body Armor: This armor is bullet proof, and also gives him good protection versus other street level weaponry. It also protects him from electrical based attacks, making them completely useless. The suit is also protected against magnetism and EMPs.
- Omni-Gadgets: Prometheus has several gadgets and CDs that he uses to load into his armor computer to give him various Skills or Advantages. He also employs regular Gadgets, such as his neurotoxin, fire bomb, whatever took over Steel's armor.
Transportation: Nothing special
Weapons:
- Nightstick: Nightstick: Nearly indestructable, able to cause amazing blunt damage, as well as incredible electrical damage. It can also override computer systems and allows Prometheus to control them.
- Wrist Gauntlet: he can fire the following from his gauntlet:
- Phosphorus Dart: Flaming dart to burn through titanium
- Molecular Toxin: Made Martian Manhunter lose control of his physical structure.
- Regular Bullets:
- Neural Chaff: This projectile makes someone’s thoughts become disorganized. Prevents them from thinking clearly, and using mental bases powers.
