Inspired, or rather appalled, by the original Star Spangled Kid costume, Courtney made her own version, a rather more feminine, clinging and... brief version of the be-starred outfit. Consisting of blue Bike shorts with a white stripe down the sides and around the legs, a tight half-shirt lycra top with long sleeves, a pair of red gloves and her red-laced Moc Darten boots, not to mention the little blue mask, she cuts quite the figure fighting crime.

History
Courtney Whitmore's life started intersecting with the world of superheroics when her mother, who had divorced Courtney's father some time before, remarried with middle-aged mechanic Pat Dugan - who, unknown to all, had been the costumed super-hero and strongman Stripesy during and after the second World War. Courtney hated that her mother remarried, her adolescent malaise escalating now that she was no longer the exclusive center of attention for her mom. To get her attention back she pretty much stopped studying and let her grades become a disaster, refusing Dugan's academic help. As Courtney grew increasingly hostile and sullen, JSA contacts informed Dugan that something odd and sinister was happening in Blue Valley, Nebraska, and he decided to relocate there with his new family to investigate what was going on.
The move from the posh, ritzy Beverly Hills to small-town Nebraska triggered the considerable ire from his stepdaughter, who already resented him and now decided she hated him. She did not actually lose many friends in Beverly Hills - she did not fit in in there, either - but pretended she did, and her school grades continued to sink. While rummaging through his boxes after the move, she gleefully found evidence of Dugan's long-retired secret identity, which she could use as blackmail material. She also found some memorabilia, such as the Cosmic Converter Belt used by the tragically-deceased partner of Stripesy, the Star-Spangled Kid, when he became Skyman.
Deciding to leverage the next costumed event at school to harass her stepfather, Courtney, now 15, disguised herself as a new, modern version of the Star-Spangled Kid (complete with belt, which she thought was just ornamental) to get his goat, and started telling him she knew his secret and could tell her mom whenever she wished (she also told him his Stripesy WWII costume sucked and that he was but a sidekick). Predictably, she soon ran into trouble and her stepfather had to bail her out using his newly-built suit of power armour, called S.T.R.I.P.E.
During those events, they discovered a large number of kids had disappeared in Blue Valley, and had became part of a sort of cult using martial arts, wearing cowled uniforms and moving secretly around town. The Star-Spangled Kid and S.T.R.I.P.E. also discovered that Principal Sherman and some other teachers at Blue Valley High were involved in this strange conspiracy. Courtney's initial goal didn't pan out, however - her mom refused to believe her rantings about her husband being an ex-super-hero and told her she wanted her to have more extra-curricular activities, such as joining the cheerleading squad. After discovering the Pit Stop (Dugan's hidden workshop for S.T.R.I.P.E., accessed from a sliding wall in the basement), however, Courtney started realizing that her stepfather wasn't actually a dork. Now knowing about Pat's history as a former superhero, she became Stargirl to annoy him. Pat would make a Mech suit to follow her around and thus the team "Stars and Stripes" were formed.
Courtney did not become Stargirl until after Jack Knight gave her his Star Rod, after she's given the rod she declares herself Stargirl. She now works as a rough around the edges super hero while trying to survive her first year of college.

She is shallow and convinced she is special, and does not have a clear understanding of her own mortality yet, making her catastrophically self-confident even when faced with threats she cannot handle. She likes action and dislikes anything resembling intellectual pursuits, such as understanding history and the legacy she had claimed ; however she's actually pretty smart, and will occasionally realize how stupid this anti-intellectual attitude can be.
She can't resist giving some lip and some talkback when confronted with adult authority figures, in either identity, and her regular use of sarcasm is pretty good at getting her into completely unnecessary trouble. She is petty and vindictive, and initially swore to break her mother's new marriage since she hated Pat and wanted him to leave them alone.
Her best friend in Blue Valley is Mary Kramer, another cool kid with a sarcastic manner and a fearless spirit (though not as much as Courtney). Mary knows both the Kid's and STRIPE's secret IDs (and she has a WORG entry too).
At that point, Courtney is pretty violent in a fight and will use brutal tactics or fight dirty fairly often ; she both has a strong killer instinct and a solid survival instinct. As she grows up she starts being more in control of her fights and blindly lash out less often. This trait extends to anything where she's afraid of getting in serious trouble - this type of stress once made her cheat in an exam, since she was afraid of looking stupid. She later rationalized that it was worth it since she could use the high score to impress a popular, good-looking boy. But she still considers un-heroic tactics such as running away and mounting an ambush perfectly fine - she's at this more a street fighter than a hero.
Courtney's general theme is that she's an irresponsible, impulsive, petty, shallow, aggressive teenager -- but that she also has genuine talent and potential and that she's really determined to prove it, reluctantly learning and growing as she gets older and gains experience and maturity - though you could be forgiven for having doubts as to the later.

With the help of the cosmic rod she possesses the ability to fly, project bursts of stellar energy, light, and heat, create force fields, levitate objects, and occasionally manipulate energy in a manner similar to the Green Lantern members.
Known Abilities: Courtney herself is quite athletic, and has been taking kickboxing lessons for a few years ; she also has a learner's permit. Stargirl can pull off daring exploits for no clear reason aside from reckless, irresponsible gusto.
When she started out she was chiefly an acrobatic scrapper ; when she learned to reliably use her cosmic rod she became more of a blaster.
Strength Level: Courtney's strength level is reasonable for a young woman of her age and physique who trains on a normal basis. With the help of the cosmic converter she has enhanced strength.

In the background a toilet flushed and her friend Mary walked out of a stall, an inquisitive look on her face as she walked in on Courtney, her mouth pried open and her eyes glaring at a green fleck of food trapped on her braces. Right on her incisor.
"I was talking to Matthew with spinach in my teeth!"
She quickly frisked through her bag looking for some floss. She couldn't believe it, she had spent the last ten minutes smiling and laughing with the guy she had the biggest crush on in history. The whole time, she had a stupid piece of food in her mouth. She scowled staring at her teeth in her reflection and cursing her braces. Why was she still wearing this torture device?
"Don't worry about it girl, he still totally digs you. He asked you if you wanted to go Saturday night, remember?"
Mary remarked, trying to cheer her friend up.
"Yeah probably out of pity- Uuuggggghhhh - my life is OVER!"
Courtney whined, throwing her floss out and closing her bag. Mary and Courtney exited the bathroom and made way for the exit of the school. As they stepped out into the bright sun light, Courtney shielded her eyes. Life as a teenager was tough, life as teenager with braces was even worse. What was she going to do for the rest of the year with these metal monstrocities.

Two police cars whisked by them and disappeared down the street, in mad rush to no doubt answer some criminal activity happening downtown. Courtney clenched her fist and looked to Mary who was absentmindedly texting on her cellphone.
"Hey, gotta run, super hero stuff!"
Courtney said quickly as she began to walk backwards then broke into a run. She ran in the same direction as the police cars, all while unzipping her bag and pulling out a red belt. She would have to deal with her "end of the world fiasco" later. Punching some bad guys would make her feel a little better about the daily dilemmas she dealt with.
Man life was hard.

- Energy Constructs: A simple form of lygokinesis, Stargirl is able to mold light, and form it into a solid projectile or object of her choice. Normally, it takes on the form of whiplashes, streams of energy, or anything else her teenage mind will allow her. In a way, it is similar to the power of the Green Lantern Corps and their rings.
- Flight: With the help of the rod, Stargirl is able to control gravity, and ultimately enable flight on her behalf. She's able to fly at an uncanny speed, allowing her to get from place to place. In addition, Courtney has a habit of riding her cosmic rod like a witch's broom stick.
- Defense-Force Fields: Using cosmic energy, Stargirl can construct a field of energy that contours her body. This helps her take heavier hits than normal. Also used in conjunction with flight to protect against atmospheric damage in high velocity flight.
- Energy Blasts: By channeling energy through the cosmic rod, Stargirl can produce forceful blasts of energy that can incapacitate or blast through an iron wall.

- Dependant: Courtney has no job and lives with her Mom and Pat Dugan (her step-father) she's dependant on them for cash and transportation. Worse yet, her Mom could be used against her were any of her enemies to find out Star Spangled Kid's true Identity.
- Hard-Headed: Courtney is sometimes pretty stubborn, not listening to the advice of the adults, no matter how sensible it sounds or is. She just hates being told what to do when it conflicts with her own agenda. This tends to get her into trouble and occasionally even in danger.
- Inexperienced: Even with her year or so of experience, she's still nowhere near the skill level of her teammates in the JSA. She's a rookie, she knows she is and she still makes rookie mistakes from time to time. "Hey What's this red button for?" Adults: "Don't push it!" Courtney: "Ooops. Sorry."
- Impulsive: Yeah, much like a lot of young people her age, Courtney's impatient nature tends to make her leap before she looks. She's been known to charge ahead into an unknown, potentially dangerous situation before evaluating what's going on. It's one of the reasons she requires adult supervision. On her own, she's liable to get hurt until she can settle down a bit more.
- Still Mortal: Cosmic rod, and Cosmic Converter Belt, quite the help, but that doesn't mean that she's invulnerable. Courtney is still human, and a teenager at that, she's no stronger than your peak human, and certainly can't survive a spray of bullets, a poisonous gas attack, or even a razor blade to the throat. Sure she's got neat-o tricks and tools, but that's never enough to what comes down to the fact that's she's human. She's gone down before, she's not afraid to admit that, but she's gone down trying, but there's only so much poor Courtney can take before she'll keep over and play dead.
- Secret Identity: Over the years Courtney has been a little careless with her secret ID with many school friends and even some villains learning it. In fact Courtney revealed her ID (to her friend Mary) moments into her first outing. It's currently unclear how public her ID is though it seems to be known by many in the heroic community. Basically Courtney has put a pretty big arrow on her head that says “Hey guys, I’m a super hero!”.
