Lex smiled as the Clown Prince of Crime revealed his plan. The Joker was on usual gregarious form, it was interesting to note that although the plan the Joker unrolled appeared to be drawn in a mix of crayon and what one had to suspect was human blood and was companied by a doodle of what appeared to be a dead cat, yet it also seemed to be accurate in every detail. That was what everyone failed to understand about Joker, though his insanity was not faked it did serve to disguise the intellect and skills beneath. This is what made the Joker perfect for his role and indeed essential in Luthor's own broader plan. At least in the short to medium term.... beyond that; well maybe they could wall up Gotham with Joker inside it and let him have his fun.
The Doctor however did not seem to share his views, he almost sighed with exasperation, almost, instead he maintained the same slight smile he had adopted since Joker's entrance. Oh it was such a shame, she was a genuine genius; one of the few Lex was willing to give the title too in fact. But her mind was fundamentally... mechanical. Of course she couldn't see the value in the Joker, yet in truth he was vital. Or to put it more simply;
“Well to begin with to coin a phrase, it's better to have him inside the tent pissing out than-” He was cut off by another of the Batman's foes entering dragging in a greasy looking man. Bane, my, my the Doctor had done even better than he had ever suspected. Lex was more than impressed at Bane's offerings to each of them. He had heard much of the man, but never met him, it seemed the stories were true.
“Hmm, interesting.” Lex muttered half under his breath as he lifted the folio, pausing only with his other hand to reach inside his own jacket and pull out a purple oblong so dark it was near black. Gesturing it, without looking at the fallen man the end flashed a brilliant green like the brightest flash photography and the man was gone. Lex returned the oblong to his pocket, already half a dozen pages into the dossier, he looked up at the group and smiled.
“Directional teleporting... Something I'm working on at the moment. Something of a work in progress... He's probably in one piece.” Lex flicked through a few more pages, he really should have known about thins, with his past work with CADMUS. Bane clearly knew more about him than he knew of Bane, well that was well enough; Lex had nothing to hide from anyone in this room that wasn't in the Lab below LexCorp Tower and even Bane couldn't get there. “I had wondered why LexArm were doing so well recently, I had put it down to the footage out of Bialya of the combat suits I've developed for the Marines.”
LexArm presents LexCorp Shock Troop Armour, it let men lift about a ton, gave them jets to survive air-drop or leap about a story into the air and enough armour to wade through small arms fire. Those things could run through a brick wall. They were also limited by the Geneva convention, they had gas masks built in but no gas weapons and so on. The ones he had sold in South America had no such limitations, flame-throwers abounded as did a popular module for secreting chlorine gas in massive volumes. You know subtle things.

“Bane it seems I owe you my thanks.” Lex said the surprise still evident in his voice. “It seems you knew we were working before I did” He glanced wryly at the Doctor “Well this all works to the good, for all of us.” Lex reached out a hand and tapped on his tablet. An early prototype of what he had been working on for the general public.
“I have several covert facilities which I can clear for our use in South America and indeed in the Middle East, with their own range of facilities and teleporters between them. I suppose it is as good a time as any to reveal my part in all this, I have been developing numerous weapons to counter the various freakish powers of the so-called Justice League.” Lex paused for a moment before turning to Bane. “Part of which would be securing a sample of 'Venom' if you would be so kind.” Lex's mind was racing with the addition of this new member. There were so many possibilities.
“You want a reason for the Joker, Doctor? This is it, his take over of Arkham is the perfect testing ground for our various toys. They expect anything from him and will as such not connect his crimes to us. But we can test each of our projects in this medium. Free of suspicion. Don't you agree?”
